Kushibuchi sailed on the Peace Boat for the first time in 1990, and later joined the associated nongovernmental organization as an executive. In 2009, she contested her first House of Representatives election and won Tokyo's 23rd district for the Democratic Party of Japan. She succeeded incumbent Kōsuke Itō. Kushibuchi lost her 2012 reelection bid to Masanobu Ogura. Following the 2022 resignation of Tarō Yamamoto, Kushibuchi returned to the House of Representatives via proportional representation, this time as a member of Reiwa Shinsengumi. On 1 June 2023, she was suspended from participating in the Diet for 10 days for "irregular behavior" in the lower chamber, which involved holding up a sheet of paper calling the no-confidence motion against Finance Minister Shun'ichi Suzuki a farce, while standing on the rostrum. In the 2026 Japanese general election for the House of Representatives, held on February 8, 2026, Kushibuchi ran in Tokyo 14th district but lost. Following her defeat, she stepped down as co-leader of the party and assumed the role of deputy secretary-general. On 9 July 2026, alongside Taro Yamamoto's resignation as party leader of Reiwa Shinsengumi, Kushibuchi also left the party.

He made his professional debut in January 1973, and reached the top division in May 1977. His highest rank was sekiwake, which he first reached in May 1979. Unusually he kept the rank for the following tournament even though he had a majority of losses (7–8), because there were few wrestlers below him with good enough records to replace him. This was the first such occurrence since the establishment of the six tournaments per year system in 1958. He beat three yokozuna, Wajima, Wakanohana and Mienoumi, in one tournament in November 1979, and was to win eight kinboshi in total during his top division career. He won four Outstanding Performance and four Fighting Spirit prizes. He was one of the few wrestlers to employ the rare foot sweep technique of susoharai. In 1980 he was tipped alongside Kotokaze and Asashio as a possible ozeki candidate, but never achieved his potential due to an apparent aversion to hard training, and a smoking habit. He missed the November 1980 tournament because of a leg injury and thereafter had chronic problems with both his ankles. In addition he had a poor diet and suffered from diabetes towards the end of his career. He fought in the unsalaried makushita division for 27 tournaments after being demoted from the jūryō division in 1985, longer than any other former sekiwake. He decided to retire when his stable master, former yokozuna Tochinishiki died in January 1990, although his name remained on the banzuke for the following tournament in the sandanme division, making him the first former sanyaku wrestler to fall this low since Ōyutaka in November 1985. He left the sumo world upon retirement. He died of a heart attack in 1997.

He took the name Yamada Sōyū when he became a tea ceremony master, Iemoto (Japanese: 山田宗有), after 1923. He arrived in Istanbul in 1892, where he donated to the families of the victims of the sinking of the Turkish frigate Ertuğrul. He remained there for 13 years, finally going back to Japan in 1905. Although he was not able to ensure Japanese political or economic interests in Istanbul, his activity was the beginning of a period of intensification of contact between the two countries. He acted as an Honorary Consul, helped introduce the Turks to Japanese culture and wrote many books about Turkey after returning to Japan.
