After that, he served as chairman of the National Diet Measures Committee and Political Affairs Research Chairman of the Kibō no Tō, the Democratic Party for the People, and the Constitutional Democratic Party of Japan. Izumi was born in Sapporo, Hokkaido, and was raised in Ishikari. After graduating from junior high and high school, he attended Ritsumeikan University Law School. While in university, he began to assist Kazunori Yamanoi, and, in 1996, when the Democratic Party formed, served as permanent secretary inside the Kyoto Prefecture. When he graduated from university in 1998, he became Tetsuro Fukuyama's secretary. He ran as a candidate in the 2000 election for Kyoto-3, but lost, and did not win a seat proportionally. Izumi formed the CDP's 'Next Cabinet' in September 2022 and became the shadow Prime Minister. Losses in the 2022 House of Councillors election and the 2023 by-elections saw Izumi lose party support, and despite victories in early 2024, he was defeated in the 2024 CDP leadership election. He was one of seven CRA representatives to win his district, Kyoto-3rd, in 2026 general election.

Yamaguchi held the WBA light flyweight championship of the world, defeating Panamanian champion Carlos Murillo in 1996 via a 12th-round split decision. He became Japan's 37th world champion. After winning the world championship, he defended the title only once, defeating his old rival Carlos Murillo in mid-1996 by unanimous decision after twelve rounds. Later that year, in a surprising upset, he lost the title by TKO in just the second round to Thai challenger Pichit Chor Siriwat (formerly known as Pichitnoi Sitbangprachan) in a bout at Osaka Prefectural Gymnasium. During the fight, he ducked to avoid a left punch, but as he raised his head, he was caught cleanly by a devastating right hook from Chor Siriwat. He went down hard, and although he managed to get back on his feet, he was clearly unfit to continue. The referee then stepped in and stopped the fight. Yamaguchi is known as a Japanese boxer who had multiple opportunities to fight for world titles. His first world title shot came in 1995 against South Korea's Choi Hi-yong, but he was defeated via a 12th-round split decision. He went on to challenge for two more world titles: the WBA flyweight title against Venezuela's José Bonilla in 1997, and the WBC super flyweight title against South Korea's In-Joo Cho in 1999. He was unsuccessful in both. He also fought for the WBC super flyweight international title against former Filipino world champion Gerry Peñalosa in 2001 in the Philippines, but lost by first-round TKO. He was nicknamed "Prince" because his idol was Naseem Hamed, the British-Yemeni superstar in the featherweight division. Yamaguchi adopted Hamed's flashy fighting style and even imitated his trunks design.

He was a secretary to former Democratic Party of Japan (DPJ) Secretary-General Ichirō Ozawa. After Satoshi Arai's candidacy to the 2007 Hokkaido gubernatorial election, Ishikawa took up the seat vacated by Arai through the PR list. In the 2009 DPJ landslide, Ishikawa famously unseated then-incumbent Finance Minister Shōichi Nakagawa. In 2010, Ishikawa was embroiled in a political funding scandal involving Ichirō Ozawa. He allegedly failed to record 400 million yen he and other secretaries borrowed from Ozawa to buy land in Tokyo. After he was indicted in February 2010, he resigned from the DPJ and sat in the House as an independent. Ishikawa retained his seat during the appeal process. He joined New Party Daichi in 2011 and contested the 2012 election under their banner. He was defeated in his seat by Yūko Nakagawa, who is married to Shōichi Nakagawa. However, he returned to the House though the NPD's PR list. His legal issues led him to resign from his seat in May 2013, when he decided to fully focus on his appeal to the Supreme Court. He was replaced by NPD leader Muneo Suzuki's daughter Takako, who was next in line in the PR list. His appeal was rejected by the Supreme Court in September 2014 and he was sentenced to two years in prison, suspended for three years. Ishikawa had limited involvement in politics since then. He returned to the DPJ in 2015. He completed a master's course at Hosei University in 2016, majoring in political science. As part of the degree, he conducted a comparative study between the New Labour reforms of British Prime Minister Tony Blair and the DPJ. In the 2017 election, Ishikawa's wife Kaori was elected to his former 11th district seat, defeating Yūko Nakagawa. Ishikawa died of colorectal cancer on 6 September 2025, at the age of 52.
